UNDRR supports DRR capacity diagnoses in Madagascar and Tanzania

Climate and disaster risk are intrinsically linked across Africa, including in Tanzania and Madagascar, which recently carried out Capacity for Disaster Reduction Initiative (CADRI)?country diagnoses.

Tanzania is vulnerable to recurrent disasters. The most prevalent hazards over the past 20 years period are floods, epidemics, earthquakes, drought and storms. Disasters such as floods and earthquakes are also causing displacement.

Meanwhile, Madagascar has experienced the most severe drought in 40 years and six tropical weather systems in 2022. The large island is highly exposed to climate hazards.

The Government of Madagascar requested to mobilize the CADRI partnership to support the “evaluation of the implementation of the Sendai Framework with a multi-risk and multi-hazard approach which integratesclimate change”. CADRI gathered a team of experts from UN agencies, NGOs, and Red Cross and conducted a diagnosis of DRR capacities from 26 March to 8 April 2022 in Madagascar. UNDRR was part of the governance and infrastructure team and co-drafted the chapter of the diagnosis related to risk information.

“UNDRR is working together with the Government of Madagascar to strengthen capacities of stakeholders to collect, analyze and use disaster risk data and information through various projects. Participating in the CADRI diagnosis provided an opportunity to better understand the strengths and gaps in terms of risk information (hazards, exposure, vulnerability) and ensure synergies with partners,” said Auriane Denis-Loupot, Programme Analyst UNDRR-Africa

Similarly, in Tanzania the UN Resident Coordinator’s Office received a request to mobilize the CADRI Partnership services from the Prime Minister’s Office-Disaster Management Department and Second Vice President- Disaster Management Commission of Zanzibar. The Tanzania Capacity Diagnosis took place from 17-28 October 2022. The capacity diagnosis will serve as the basis for the review and update of the national Disaster Risk Reduction policy and Climate Change Adaptation related policies and their implementation.

In Tanzania, UNDRR’s support came through the Making Cities Resilient 2030 initiative, focusing on the resilience building capacities at the local level, including access to risk information, resources, governance and coordination structures between the different levels of government and among sectors. The CADRI team also assessed Early Warning-Early Action for disaster preparedness.

“The presence of UNDRR was instrumental to the successful implementation of the mission, ensuring the understanding of key concepts around disaster risk reduction and the implementation of the Sendai Framework,” said Isabel Njihia, Associate Programme Management Officer UNDRR-Africa .
